Charles Edward Trevelyan, first Baronet (1807-1886), politician, administrator in India. Trevelyan rented 'Moore Place' from 1852-1859, when he became Governor of Madras. In 1854 he co-wrote the brief report known as the Northcote-Trevelyan 'Report on the organisation of a permanent Civil Service', which is one of the most important political reform documents of recent British history, condemning the patronage system of Civil Service appointments and recommending open examination and promotion by merit, and suggesting what became the system of administrative grade.
